feat: ⚡VI 배지 탭 시 변동성완화장치 설명 토스트

Browse Source 
VI 배지를 누르면 VI 설명 토스트 표시(동적/정적VI·발동 기준·2분 단일가).
document 위임(배지는 동적 생성) + preventDefault/stopPropagation으로 행 토글 차단.
배지에 cursor:pointer 추가.
